Is this a powered solution? Looking to power a passive speaker with this wall switch. Will this do it, or do I need an amp also?
This is a passive control, an amplifier will need to be used with this in order to power a speaker.

Upgraded to an Onkyo NR 808 with three zone capability. Zones 1 and 2 power one set of speakers, all good there. Zone three gets distributed to three sets of spkrs. with these switches. Jumpers are on X4, terrible sound from Zone 3. Previously worked.

Also-when volume at minimum, is it true 'off'....or just very very low?
Minimum volume on these controls is very low but not completely off.

Can this use Decora style trim plates?
This does work with most standard Decora type faceplates.

Hi, in its User's Manual required Dayton Audio multi-speaker distribution,
I do not have it but I do have Niles SSVC-6 Speaker Selector.Can I use this VR60s volume control without Dayton Audio multi-speaker distribution ?
Yes this will work with an speaker selector regardless of brand.
