Would these be a good substitute for the Dayton ND20FA in an Overnight Sensation build? (I assume some crossover tweeks would be needed?)
Yes the crossovers would need to be addressed and changed but I see no reason these will not work with those woofers.

I would not recommend crossing this tweeter that low.

In general, without accounting for personal preference... To pad this tweeter down to match the sensitivity of the other driver (HP5210) of 89db would it be a good starting point of 7db pad with R1 2.21 Ohms and R2 3.23 Ohms after the crossover?
Those values will attenuate closer to 8 dB. You will have to experiment with different values until you get the sound you like, but this would be a good starting point.

What size cap and inductor would you use for this tweeter? Is it better to use 12db or is a cap by itself fine?
A second order crossover will be best for this tweeter. I would recommend a 0.25 mH coil and 8 uF cap for a high pass of 3,500 Hz.
