Do these require thermal paste like the mica type?

The TO-3P insulator does not absoluely require thermal paste, it is an item that aids heat conduction between the transformer and the chassis or heat sink. I actually use thermal paste with a silicone insulator regardless to facilitate maximum conduction of heat. The choice is yours.
