Pyle PDS442 1" Titanium Horn Driver 1-3/8"-18 TPI
would it be safe enough to just use a 8 uF cap to cross these over at 2500 hzs?
I would not recommend using only a cap at that frequency. These will handle a crossover that low if you use a cap and coil, but with just a cap I would recommend a crossover closer to 6kHz.

all the questions about crossover frequency have been answered at 2500hz, but its listed at 1 kHz - 20 kHz what is its lowest safe Frequency???
Pyle does not specify crossover frequency. The frequency response of this driver is likely based on the free air resonance, which would be too low for a safe crossover. All other 1" titanium horn drivers are safest around 2,500 Hz so this is the safe bet when dealing with limited specs.

Is the pxb2 500 good for this unit? Or did I buy the wrong thing. If so can I make it to work?
A 500 Hz crossover will be too low for this driver. I would recommend the 2,500 Hz option at minimum:http://www.parts-express.com/eminence-pxb2-2k5cx-2-way-speaker-crossover-board-2500-hz--290-635

Does this unit need a resistor?
This will need a crossover to protect it from the low end and an L pad may also be necessary to match it to the other drivers in the system. A single resistor will not work well in that application though.

I'm waiting for these to come back in stock to replace the horns in my JBL JRX115 speakers. The pictures do not appear to indicate which side is positive and which is negative. Is there any indication on the horn and if not which side is + & - ?
The positive terminal on this has a bit of red paint on it. When looking at the driver as pictured it is the left hand terminal.

are these good replacement tweeters for my nady power pro pts 1015 500 w peak speakers?
Unfortunately I do not have any information about the Nady speakers to give you a straight answer. As long as the crossover is 2,500 Hz or higher and they use a 1-3/8" threaded mount these will work fine as replacements.
