can this dual sub be used with a 2 channel amp/receiver?  if so, what is the best way to wire?

Since this has two woofers with dual voice coils each woofer will have to be wired in parallel or series. Parallel will yield a 4 ohm load on each and series will provide a 16 ohm load. You will want to verify that your receiver can handle a 4 ohm load on each channel before hooking this up.
