how do you wire it?
The Neutrik NJ3FP6C-BAG 1/4" Locking Chassis Jack is a solder terminal chassis mounted locking jack. It is (TSR) tip / ring / sleeve or stereo jack depending on your point of reference or use.The item has three solder type terminals on the back for soldering or could also be set-up to use spade terminals.Good Luck

Can I use this in a TS configuration?
Yes, there are solder lugs for Tip, Ring, and Sleave. For TS just use the Tip/Sleave solder lugs.

Can I get these in Chrome... I want to put them in our custom guitars ?

Is the "sleeve" connection electrically connected to the body of this jack or is it isolated?
You can have it isolated or bonded to ground. There is a red isolator on the lateral screw, if the red isolator is installed ,the ground is "lifted" if the red isolator is removed it is "bonded" to chasis. this option is not available on the jacks with plastic housings.
