Can I use this to replace blown crossover in jbl control 29 speakers. Running in 8 ohm not using transformer taps
Yes. The Control 29AV use a crossover at 2.5kHz at 3rd order. The Eminence Crossover is a 12dB per octave slope ( 2nd order) at 2.5KHz at 250Watts.

Can I use this to replace the x-over in an older Definitive Technology center speaker model CLR? It distorted badly until I only ran the woofer directly from the amp then no more distortion.
Unfortunately without knowing the original crossover points I cannot recommend a replacement. Anything off the shelf will change the sound of the speaker, you may consider trying to get the original repaired first.
