Eminence Beta-15A 15" Driver
Will this be suitable for a bass guitar cabinet about 4.75 cu/ft with 2 round front ports?
This will theoretically work but for the same price you will get much better response out of the Legend 15" below.http://www.parts-express.com/eminence-legend-1518-15-guitar-speaker-8-ohm--290-496

Beta 15A for 2-way or 3-way speakers? Based on the frequency range this driver could be used in a 2-way setup with a horn or a bullet tweeter crossed at 2.5K or 3.5K. I was just thinking if it would sound better in a 3-way setup.
Yes this will work fine for a two or three way speaker system. I usually don't recommend crossing a 15" driver higher than about 1,500 Hz however, so you will need a horn that will handle a lower crossover point than 2.5 or 3.5kHz.

What is the mounting hole diameter?
This driver fits into a cutout that is 13.77" in diameter, and has 1/4" diameter mounting holes for screws.

Will this work in a small cabinet?
I am interested in replacing the existing driver in a TC Electronics BG250 Bass amp. I estimate the box to be 2.7 cu.ft. with a shelf port 14x2.5 inches.
I would not recommend a vented enclosure that small for this woofer. It would work well if you wanted to seal up the cabinet however. In order to keep it vented I would recommend part number 295-034.
