Can this be used to mount a 42 in. plasma? Some mounts say they are specific to plasma, LCD or LED, but I couldn't see a specification for this mount. Also, is it safe to use in any standard ceiling in a bedroom, or only for concrete ceilings?
This will work with any flat panel television that is within the VESA mount size limits and weight limits of the mount itself. This can be mounted to any hard and load bearing surface provided the proper mounting hardware is used.

I am looking for a basement ceiling installation with 10 foot ceiling. I don't want it to hang too low. What is the minimum drop height? Also, my TV is an Insignia with a 300x200 pattern. Does this mount work with this pattern? Thanks
This bracket has a height adjustment of: 17-3/4" (450 mm) from 2 ft. mount to ceiling, to 3.45 ft. mount to ceiling and yes it will work with that VESA size.

Could this be adapted as a pedestal/counter top mount if rotated?
While it may be technically possible for the resourceful user to adapt this item to a non-standard application, we cannot recommend using it in any fashion other than that for which it is expressly designed. Given the relatively small size of the mounting plate, I would advise against inverting the device. Doing so would be at your own risk, we could not be held responsible for the results, and would also void the warranty on the mount itself.

how is it designed to secure to the overhead (Dayton LCDM60)
I know most installations tend to be unique, but what is the configuration of the actual mounting bracket and anchor placement within that bracket?
The bracket is designed to mount with 4 anchors. I've provided a rough diagram below with some measurements for your convenience.
