Is the 30 watt continuous rating the tested or rated power handling?
Were these tweeters tested to verify that they can actually handle 30 watts continuously with a 5kHz crossover? Thanks!
This is likely a rated power handling. Being a buyout item we have very limited information from the manufacturer.

What size cutout do they require?
These require a 1-7/8" diameter cutout.

The distance between screw holes is 2".

Does the SPL rating of 88 dB/watt/meter include the resistor's padding effect?
Yes this is with the resistor in place.

What does the resistor do?
What's the 3.3 Ohm, 5 watt, padded resistor do? In what circumstances would one use it or bypass it? Where can I learn more about this?
This is a cheap way of lowering the output level of the tweeter. These were originally intended for a consumer speaker system (I do not know what brand or model) and that design must have required a resistor on the tweeter for this reason.

How is this wired with the resistor ?
The resistor is wired in series with the tweeter input.
